Dr. Lewis Rasmussen

Dr. Lewis Rasmussen is an expert in cross-sectoral approaches toward peace, security, and democracy transformation. As a senior associate with ARD, Inc., he serves as the Senior Technical Advisor/Manager for the USAID-funded IQCs Support Which Implements Fast Transition (SWIFT) and Instability, Crisis, and Recovery Programs (ICRP).  Additionally, he provides technical assistance and advisory services on all matters related to conflict prevention, mitigation, and transformation as well as democracy and governance, including regular assistance for the USAID Anti-Corruption and Governmental Integrity and the USAID Building Recovery and Reform through Democratic Governance IQCs, and a wide array of Environment and Natural Resource Management proposals and projects.

He has also managed or provided technical assistance to such recent USAID contracts as the CMM conflict analysis and early warning system (and its successor contract); security sector reform support; local government and community development in Afghanistan, two Sri Lanka projects on anticorruption, and human rights, peacebuilding and stabilization; transition assistance in the West bank and Gaza;  and helping build awareness and capacity around the security and development nexus in transitional urban environments for an EGAT Urban Programs project. Previously (2002–2003), Dr. Rasmussen provided assistance to USAID/PPC on developing USAID’s police assistance strategy, and led a joint civil-military workshop for USAID and the U.S. Army War College PeaceKeeping and Stability Operations Institute, which included a report highlighting organizational cultural differences and recommendations for enhancing cross-agency relations, and a road map for enhancing USAID civil-military relations.

Dr. Rasmussen has consistently conducted field assessments and research and has designed and delivered professional development seminars, workshops, and roundtables on conflict prevention, management and transformation, including numerous security and stabilization programs, for over 18 years for the U.S. Institute of Peace, the UN, the OSCE, the OAS, the U.S. Departments of State, Defense and Justice, as well as USAID. Dr. Rasmussen holds a Ph.D. in international relations and peace and conflict resolution, and has written widely on a variety of peacebuilding and stabilization topics.
