The Ethnographic Planning Tool will play a crucial support role to Human Terrain Teams (HTT), Civil Affairs (CA) Units, and S/CRS planners in the coming years. The FTI vision for this tool provides a desktop application to:
- Identify key mission specific ethnographic insight and questions necessary to support successful mission planning and execution
- Provide comprehensive relational database and GUI technology
- Interface with different ethnographic data sources
- Facilitate the collection of local data
- Organize data elements into a cultural assessment profile
- Develop Collective Body algorithms:
- Correlate common ethnographic relationships
- Provide ethnographic survey correlations
- Provide cultural risk assessments and mitigation
- Provide ethnographic profiles (Kinship, Gifting)
- Evaluate alternate courses of action
- Functional FTI’s team uses its Decision Support Methodology in the Integrated Cost As an Independent Variable (I-CAIV®) process to identify a robust “Cultural / Mission Risk Map” of a given region. Depending upon the task description, key word algorithms identify a level of Implementation Risks to be considered by planners. Different risk thresholds would be defined based on the type of mission and the level of conflict.
- Task Values are identified by establishing Measures of Effectiveness (MOE) and Measures of Performance (MOP). As specific performance objectives and thresholds are identified for each MOP. The identification of specific performance expectations enables data functions to be created and automatically updated as new performance data becomes available.
